Can I ask for a refund on my advance if my vendor isn't available on my postponed date?

That depends on the clauses of your contract. Check your wedding venue contract cancellation clauses and you can proceed accordingly. If there was no contract, please talk to your vendor and explain the circumstances. The situation is tough for everyone and most vendors are ready to understand the couple’s state of mind!

Wedding in November but how can I continue with planning when things are closed?

Start emailing vendors that you're interested in working with and have some virtual time with them where you can explain your ideas and your mood boards and they can show you what they have to offer.
